Lubbock ISD approves teacher raises, $260 million budget

The Lubbock ISD Board of Trustees approved a new district budget, teacher salary increases, and the appointment of a new instructional technology leader during its regular meeting Thursday, while acknowledging ongoing financial challenges facing the district.

Trustees unanimously approved an average 2% pay raise for teachers of record, effective for the 2026-27 school year. The district also increased its starting annual teacher salary to $51,500 to remain competitive in recruiting and retaining educators.

The board also approved the district's $260 million operating budget for the upcoming school year.

According to district officials, about 75% of the budget will fund employee payroll, while 17% will cover contracted services such as transportation, student nutrition, and utility contracts. Another 7.5% is allocated for district supplies, including fuel, property insurance, and operational fees.

Despite approving the spending plan, district leaders said Lubbock ISD continues to face a significant budget deficit.

Chief Financial Officer Dr. Dewayne Wilkins told trustees the shortfall is being driven by declining student enrollment, increased absenteeism, inflation, and continued investments in district operations and personnel.

"This deficit did not happen overnight, and it will not be resolved overnight," Wilkins said.

Wilkins noted that approximately 80% of Texas school districts are operating with deficit budgets, calling it a statewide financial challenge.

To reduce the deficit, the district plans to continue evaluating operational efficiencies, focus on improving student enrollment and attendance, assess staffing vacancies before filling positions, and transition to a zero-based budgeting model.

"Our singular focus remains exactly where it belongs: ensuring our staff and students have everything they need to be successful," Wilkins said.

During the meeting, trustees also announced Cary Fulgham as the district's new director of instructional technology.

The newly created position consolidates responsibilities previously handled by three separate roles. Fulgham will oversee instructional technology systems, including hardware, software, and digital learning platforms, while ensuring technology supports classroom instruction across the district.

"I'm so excited and honored to start in this new role," Fulgham said, thanking Superintendent Dr. Kathy Rollo, the Board of Trustees, and district leadership for their support during his 17-year career with Lubbock ISD.

The board's actions position the district to begin the 2026-27 school year with higher teacher pay, a new technology leadership structure, and a long-term strategy aimed at addressing ongoing financial pressures.
