Texas Tech K-12 Appoints Veteran Educator Robert Bayard as Superintendent

Texas Tech K-12, the online public school district within Texas Tech University, has named Dr. Robert Bayard as its new superintendent. Bayard officially assumed the role on July 7, bringing more than two decades of public education experience and a recent background in education consulting.

Bayard previously served in various leadership roles at Clear Creek Independent School District near Houston, including deputy superintendent, dean of instruction, chief technology officer, and executive director of assessment and evaluation. After leaving public education in 2023, he founded a consulting firm specializing in curriculum reform, program evaluation, and school transformation.

“After stepping away from my previous role in public education, I was fortunate to continue supporting schools through consulting and volunteer work,” Bayard said. “But my passion has always been with students and educators. I knew if I returned fully, it had to be with a district that matched my commitment to innovation and excellence. Texas Tech K-12 is that district.”

Bayard’s experience includes leading major infrastructure upgrades, launching a successful 1-to-1 student laptop initiative, and co-developing a widely adopted community-based accountability system. He is also recognized for his data-driven leadership style and ability to turn complex information into clear, strategic decisions.

At Texas Tech K-12, Bayard will guide efforts to improve academic performance, revamp curriculum offerings, and deepen the school’s connection with the broader Texas Tech University system. The district serves students with unique educational needs who may not thrive in traditional classroom settings.

Brian Still, who is the vice provost for Texas Tech Online, expressed confidence in Dr. Bayard’s leadership. “Dr. Bayard brings the innovation and strategic thinking we need to take Texas Tech K-12 to the next level,” Still said. “He will help strengthen our curriculum, expand partnerships, and ensure student success both in Texas and around the world.”

I also thanked Principal Cari Moye, who served as acting superintendent during the transition, for her leadership and dedication.

Bayard earned his doctorate in educational leadership and a master’s degree in education management from the University of Houston–Clear Lake. He holds a bachelor’s degree in mathematics from the University of Texas at Austin.
