A missing inmate from the Oahu Community Correctional Center (OCCC) who vanished during a work furlough program in May has been apprehended almost 4,000 miles away in Lubbock, Texas.
Issac Pascua, 41, was last seen on May 23 when he did not come back from a planned outing. Officials report that he escaped from Hawaii with assistance from his wife, Jenny Pascua, 42, making his way through California, Arizona, and Nevada before arriving in Texas.
A Lubbock police affidavit reveals that investigators obtained a photograph showing the couple disembarking from a plane at Lubbock International Airport. Authorities located the suspects at a nearby hotel, leading to their arrest. Jenny Pascua is now facing charges related to obstructing the capture of a known felon.
Issac Pascua, previously incarcerated for kidnapping, was scheduled to remain in custody until 2033. He is now confronted with a second-degree escape charge, classified as a class C felony, which has the potential to lengthen his sentence by an additional five years. He is currently being sent back to Hawaii.
Pascua was placed under community custody as part of OCCC’s work furlough initiative, which allows inmates a degree of freedom to reintegrate into society. Legal analyst Megan Kau highlights that the absence of oversight in the program poses a significant risk.
“The plan is for them to gradually become part of the community,” Kau explained. “However, they can easily board a plane and depart from Hawaii since there are no travel limitations or alerts on their records.”
Although these occurrences are infrequent, Kau asserts that the event highlights the necessity for enhanced protections within the system.
Investigations are ongoing into the couple's financing of their extensive journey across multiple states and the possibility of assistance from others.
Currently, both Pascuas are in custody, far removed from the location where their escape initiated.
